The Head of the Civil Service of the Federation (HCSF), Mrs Didi Esther Walson-Jack, has inaugurated an 11-member Technical Working Committee to oversee the implementation of the Federal Executive Council (FEC)-approved digital transformation programme for the Federal Civil Service.
The committee was inaugurated in Abuja on Friday, August 14, 2026, as part of efforts to move the government’s digital transformation agenda from policy approval to practical implementation.
According to a statement signed by Mrs Eno Olotu, Director, Press and Public Relations, Office of the Head of the Civil Service of the Federation, the committee is expected to develop the architecture, implementation roadmap and governance structure for a more integrated, secure and efficient digital Civil Service.
Speaking during the inauguration, Walson-Jack described the development as a major milestone in the ongoing reform of the Federal Civil Service.
She said the digital transformation programme must result in tangible improvements in government operations and service delivery, rather than remain limited to policy documents or isolated technological initiatives.
The HCSF explained that the committee was established following the FEC’s approval of the Federal Civil Service Digital Transformation Progress Report, which assigned key responsibilities to the OHCSF and called for greater coordination among ministries, departments and agencies.
She tasked the committee with developing a comprehensive Digital Transformation Implementation Framework and Roadmap covering governance, policy, institutional coordination, interoperability, cybersecurity, financing, digital capacity, implementation, monitoring and evaluation.
Walson-Jack stressed that successful digital transformation would require more than the deployment of technology, noting that public servants, institutional processes and organisational culture would be critical to the success of the initiative.
She added that the programme is aligned with the Federal Civil Service Strategy and Implementation Plan and the Federal Government’s broader objective of creating a professional, digitally enabled and globally competitive public service capable of supporting national development and the Renewed Hope Agenda of President Bola Ahmed Tinubu.
Responding on behalf of the committee, the Permanent Secretary, Federal Ministry of Communications, Innovation and Digital Economy, Engr. Nadungu Gagare, described the assignment as timely and strategic.
Gagare pledged the committee’s commitment to working with relevant MDAs and stakeholders to develop a practical, sustainable and inclusive digital transformation framework for the Nigerian Civil Service.
The committee is chaired by Dr Deborah Odoh, Permanent Secretary, Federal Ministry of Budget and Economic Planning, while Mr Alex Gwaske, Director, ICT Service-Wide, OHCSF, serves as Secretary.
Other members include Mohammed Sanusi Danjuma, Permanent Secretary, Special Duties, Federal Ministry of Finance; Engr. Nadungu Gagare; Dr Danjuma Usman Kalba; Dr Shamseldeen B. Ogunjimi, Accountant-General of the Federation; Dr Adebowale Adedokun, Director-General, Bureau of Public Procurement; Arc. Joy Baderin; Mr Uwem Ekpo; Engr. Dr Gideon Adogbo; and Mr Uyiosa Ebuehi.
The ICT Service-Wide Department of the OHCSF will serve as the secretariat of the committee.
The committee is expected to submit its first report to the HCSF within one week. Its recommendations will form the basis for establishing a Steering Committee, to be chaired by the HCSF, to provide strategic oversight of the implementation process.
The OHCSF said the initiative is aimed at creating a modern, digitally driven and results-oriented Civil Service where technology is used to improve efficiency, enhance accountability and deliver better services to Nigerians.
