FG Rolls Out IPPIS HR Modules to Modernise Personnel Management


The Federal Government has intensified efforts to modernise the Federal Civil Service with the launch of the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), a platform designed to digitise personnel administration and improve efficiency across government institutions.

The new system was officially unveiled during a Go-Live ceremony organised by the Office of the Head of the Civil Service of the Federation (OHCSF) in Abuja.

Delivering the keynote address, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, described the launch as a defining moment in the implementation of the Federal Civil Service Reform Agenda.

She said the HR Modules provide an integrated platform for managing every stage of a civil servant's career, including biometric enrolment, recruitment, establishment management, payroll administration, employee transfers, self-service, personnel variations and workforce analytics, the Director of Press and Public Relations, Mrs. Eno Olotu, said in a statement on Tuesday.

According to her, the platform has already been deployed across more than 508 Ministries, Departments and Agencies (MDAs), where it is expected to eliminate fragmented personnel records, improve data integrity, automate administrative processes and strengthen transparency and accountability.

Mrs. Walson-Jack noted that the adoption of a locally developed solution supports the Federal Government's Nigeria First Policy by promoting indigenous innovation, protecting sensitive government personnel data and reducing reliance on foreign software applications.

Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, said the successful deployment of the HR Modules crowns nearly two decades of reforms that began with the introduction of IPPIS in 2006.

He explained that the platform would allow over 600,000 federal civil servants to update and manage their records electronically, access payslips, apply for leave online and support more effective workforce planning. He stressed the need for sustained change management and wider digital literacy across MDAs to ensure successful implementation.

Managing Director of Soft Alliance and Resources Limited, Dr. Bisi Aina, said the deployment of the SoftSuite Human Capital Management platform demonstrates Nigeria's capacity to provide world-class digital solutions for public administration.

He added that the platform would improve governance, strengthen accountability, optimise human resource management and promote efficient service delivery throughout the Federal Public Service.

Also speaking, the Permanent Secretary, Career Management Office, Mrs. Nkiruka Jones-Nebo, described the launch as another significant milestone in the digital transformation of the Civil Service, applauding the commitment of the Head of the Civil Service of the Federation to reforms aimed at building a more efficient and technology-driven public service.

The event featured the formal presentation of the platform by the implementing firm and attracted Permanent Secretaries, senior government officials and civil servants from Ministries, Departments and Agencies across the country.
