The Federal Government has reaffirmed its commitment to strengthening institutional capacity across Ministries, Departments and Agencies (MDAs) to ensure that public policies and programmes deliver measurable and sustainable results for Nigerians.
The Permanent Secretary of the Federal Ministry of Budget and Economic Planning, Deborah Odoh, stated this while declaring open the Planning, Monitoring and Evaluation and Results-Based Management Capacity Development Workshop – Cohort 2 MDAs Rollout in Abuja on Monday.
According to a statement issued by the Director of Press and Public Relations, Julie Osagie-Jacobs, the workshop comes at a critical time as the Ministry finalises the Medium-Term National Development Plan (2026–2030).
Odoh said the successful implementation of the plan would depend largely on the strength of planning systems and the capacity of MDAs responsible for translating government policies into tangible development outcomes.
She described Planning, Monitoring and Evaluation as critical instruments of governance that provide the framework for evidence-based decision-making, policy coherence, resource efficiency and effective tracking of government priority programmes.
The Permanent Secretary urged participants to actively engage in the training, noting that their role is strategic in transforming policies into measurable outcomes that directly impact national development.
She also assured participants that the Ministry would continue to provide leadership in strengthening the national Monitoring and Evaluation ecosystem in line with the National Monitoring and Evaluation Policy.
According to her, the success of the initiative depends on collective ownership and sustained commitment across MDAs, stressing that strong institutions are built on competence, professionalism and dedication.
Odoh further appreciated the support of the Foreign, Commonwealth and Development Office under the Public Finance Facility programme, noting that the partnership has helped deepen reforms in public financial management, promote transparency and strengthen accountability systems in government.
Speaking at the event, the Economic Counsellor at the British High Commission, Mahesh Mishra, reaffirmed the United Kingdom’s commitment to supporting Nigeria’s fiscal reform agenda through strategic capacity-building initiatives.
Mishra described the workshop as a key initiative under the Nigeria Public Finance Facility aimed at equipping participants with practical tools for budget formulation, execution and implementation at both federal and sub-national levels.
He said the programme would also strengthen participants’ ability to interpret and apply evidence to policy and budgeting decisions, while further consolidating the partnership between Nigeria and the United Kingdom in advancing fiscal reforms and accountability.
Also speaking, the Team Lead of the Nigeria Public Finance Facility, Chinedum Nwoko, said a strong Monitoring and Evaluation system enhances policy credibility, improves implementation discipline and supports transparency and accountability in governance.
Nwoko added that the workshop forms part of a broader institutionalisation programme, which includes the development and implementation of an M&E Manual for government use.
He noted that the training is being organised for MDAs through three different cohorts as part of efforts to strengthen institutional learning and improve decision-making amid fiscal constraints and competing national priorities.
